Do I need a Permit to redo all my drywall and pluming for a home that I'm buying?

I want to buy a house but won't be adding any additional rooms, I just want to redo it, due to vandalism. They took all the copper pluming and destroyed all drywalls. Do I need to get a permit? I just want to make sure before buying the house. There won't be any modifications. The house is in Arizona. Thanks in advance.
