What are your views on mandatory sterilization. Or paying men and women to be sterilized?

Right now in India, they are experiencing a mive population growth and are worried about this causing famines, diseases, lack of natural resources, etc. Back in the 70's they offered men and women money to be sterilized, however there was so much misuse, corruption, and poor surgery procedures, the program was stopped. They are considering bringing it back. Your thoughts?
