Can bad gas cause failed emissions test?

You don't mention make, model, or year, and that is critical to interpreting the readings. We don't know if this is injected or carbureted, and I ume those are idle readings. But even old cars (I ume it is pretty old with a CO allowance that high) shouldn't fail *that* badly on CO from bad gas. The CO is 7 times as high as allowed, meaning it is either running very rich or the catalytic converter (does it have one?) is serious toast. Once the mixture is brought into line or the converter replaced if that is at fault, the HCs should also straighten out.
